The second concession, a Construction Cum Operation Agreement (CCOA) was awarded on 22 March 1995 to finance, design, construct, operate, manage and maintain a new 950 MLD WTP at Bukit Badong under the Selangor State Government’s “Sg. Selangor Water Supply Scheme Phase 2 Project” (SSP2). This mammoth project cost at the total of RM1.2 billion (USD 0.33 billion) and was developed in two (2) stages.

The Stage 1 of the Project with a capacity of 475 MLD was commissioned in July 1998, five (5) months ahead of its original schedule during the height of the water crisis that hit Selangor and Kuala Lumpur. The Stage 2 of the Works for another 475 MLD was completed on 31 December 2000 – one year ahead of original schedule.

The concession expires on 31 December 2020.
